The capital's rugby community has also asked to be kept up to date with developments in Sydney and Brisbane as disgruntled clubs plan a rebel eight-team competition to rival the National Rugby Championship.

The gap appears to be widening between the Australian Rugby Union hierarchy and clubs around the country as a host of Australian rugby greats lobby for changes to the way the game is run.

Canberra rugby is facing a nervous wait as SANZAAR officials consider a major Super Rugby shake-up, that will likely result in one Australian team being axed from the competition.

The ACT Brumbies and Western Force are considered to be the clubs facing the cut given their financial health. The Brumbies are in a stronger financial position but the Perth time zone is attractive to international rugby.

Canberra amateur clubs are also keeping a close eye on developments at higher levels with the ARU likely to host a summit to allow clubs to air their concerns.

One idea being floated in Canberra to give club rugby a lift is joining forces with Sydney's premier competition, the Shute Shield, to increase interest and motivation.

It would involve the top two Canberra clubs being promoted to the Shute Shield and the bottom two Sydney teams joining the capital's premier division, the John I Dent Cup.

The promotion-relegation opportunities would then give clubs even more incentive to win the John I Dent Cup and avoid finishing at the bottom of the table in Sydney.

Tuggeranong Vikings president John McGrath first raised the prospect of a rugby revamp earlier this year but the move stalled. It could be raised again in the coming months.

"We're keeping an eye on things. From our point of view, we feel completely out of control of our own destiny," McGrath said.

"That's why you look at knocking on doors in Sydney or Brisbane.

"Australia is one of the only countries that doesn't have promotion and relegation systems. I put in a submission earlier this year ... I thought we could combine the Shute Shield and John I Dent Cup.

"The top two teams in John I Dent get promoted and the bottom two in Sydney swap over. It's about trying to create more interest for fans and for sponsors, maybe television as well."

The Brumbies are finding stable ground in their back-of-house operations, circulating proposed changes to the constitution to the ACT rugby board voting members on Saturday.

The Brumbies are also hoping to appoint a chief executive within six weeks as they begin the interview process after parting ways with Michael Jones earlier this year.

The Canberra Vikings missed the NRC finals this year and the team is set to become the ACT Kookaburras next year.

It is hoped changing the name and the colours will generate more interest for fans in the capital as well as being a nod to Canberra's rugby history.

However, there is growing angst in Sydney and Brisbane about the way the game is being run and it could result in a breakaway competition.

Canberra clubs are keeping watch on the developments and believe they have the talent to be included if a competition is set up. That could involve setting up a north and south representative side to pool talent.

"Our top [Canberra] team could definitely mix it with the four teams in Brisbane," said Uni-Norths Owls president Jason Smith.

"It would be an interesting concept. The top clubs in Canberra would definitely be competitive against those guys and because of that we can't be ignored."
