No Mudgee businesses can survive without patronage. Not many Mudgee residents attend the movies that are shown in the Town Hall so reopening the Mudgee Picture Theatre for strictly movies would not seem viable.

The picture theatre can't compete with Foxtel, Stan and their ilk which are all after the entertainment dollar. In the pre-television/internet days, lines at the movies (or pictures as they were in those days) on Saturday afternoon used to stretch halfway down the block.
Sydney movie theatres can afford to run movie sessions where there are often only a hand full of people in attendance as they are showing multiple movies at a time and staff and other costs can be spread more widely.
The bottom line is that Mudgee's population is too small.
One has only to look at the indoor bowls which should have thrived but is now closed.
