Police are reviewing footage of a dramatic arrest in a crowded shopping centre that appeared to show a man experiencing a seizure while allegedly held in a headlock by a plain clothes police officer. Victoria Police attended Dandenong Plaza in Melbourne's south east around 11am on November 21 to arrest the 19-year-old man "as part of an ongoing investigation". He was arrested in relation to a number of cases involving car thefts and burglaries across Melbourne, police said. Footage of the arrest showed one officer allegedly holding the 19-year-old in a head lock while a woman off-camera yelled for them to stop. "He's having a fit, he's purple," she said. The man was filmed convulsing on ground while a second officer placed handcuffs around his wrists. Police said he was taken to hospital under guard for observation. "The matter has been referred to Professional Standards Command for review," police said.
