The Victorian Electoral Commission told AAP the ballot packs should start arriving from Tuesday.
Enrolled residents and business owners in the City of Melbourne must put pen to paper and vote for their preferred candidate by 6pm on May 11.
"With the whole election being conducted by post, it's incredibly important voters complete and return their ballot material as soon as possible to make sure their vote counts," returning officer Bill Lang said.
A dozen people have thrown their hat in the ring for the $193,000-a-year job after former lord mayor Robert Doyle resigned, strenuously denying allegations from colleagues of misconduct.
An independent inquiry later found he sexually harassed two women and the council was an unsafe workplace for them.
Six of the candidates will speak at the Melbourne Press Club's ticketed forum on Thursday, while all available candidates' statements will be sent with the ballot packs.
The provisional count is expected to take two days starting May 18.
