Council staff are currently removing the dangerous material and decontaminating the site.
General Manager Brad Cam said the incident is disappointing.
“This reckless act has endangered the health and safety of the community and Council’s staff,” Mr Cam said.
“It has further put a vital rural resource out of action for two days.”
Home Rule Rural Waste Transfer Station is expected to be fully operational by tomorrow afternoon, Thursday, June 14.
Residents are reminded asbestos can be safely disposed of at the Mudgee Waste Facility.
