Jasmine Louise Pepper, aged 39, of Red Box Lane, Kains Flat, had previously been convicted in her absence of the charges and had applied to have this annulled, however this was dismissed when she failed to appear once again.
"I'm not going to adjourn this, it was Ms Pepper's application that brought the matter back to court and she was served with a court attendance notice," Magistrate David Day said.
At about 4pm on Wednesday, July 11, 2018, police executed a search warrant on Pepper's then-residence in Mudgee and found a woman's licence that was reported stolen in April.
During the search officers also noticed three dogs in the front and back yards of the location, which were tied up but with no drinking water. They noted that the one in the front yard was in "atrocious conditions" and living in a kennel made from a garbage bin.
