According to scrutineers, almost all the counting is complete and Mr Saunders has 1755 votes in front of the next candidate, Independent Mathew Dickerson.
The official deceleration is expected to take place on Wednesday, April 3 in Dubbo, however, Mr Saunders said he was confident he could formally claim an election victory for the seat of Dubbo.
Counting in the election started after voting finished at 6pm on March, 23. It's taken almost a week for the NSW Electoral Commission to go through the results.
