Robert Crockford, 51, was due to be arraigned and enter pleas in the Dubbo District Court last week.
The Crown Prosecutor told the court that a recently completed expert report led the Crown to consider laying further charges against Mr Crockford.
As a result, Judge John North agreed to adjourn the arraignment to August 23.
Gulargambone's Hannah Ferguson, 19, and her 21-year-old boyfriend Reagen Skinner died in January 2018 after the semi-trailer Mr Crockford was driving crashed into them at roadworks on the Newell Highway. Ten other people were injured.
Mr Crockford has been charged with more than 20 offences including two counts of dangerous driving causing death, three counts of dangerous driving causing grievous bodily harm and eight counts of causing bodily harm.
