At their August meeting, Council voted to accept $3,888,750 from the state government's Restart NSW Resources for Regions fund for 9.4km of the road.
The project is for a capital upgrade in five segments, including the Bylong township, to be delivered over a four-year timeframe.
The successful application was made to carry out the required "essential upgrades" to the Bylong Valley Way route to "enable a continuous link to Rylstone, Kandos and surrounding areas in the region and state".
Last month a man died following a single-vehicle crash near about eight kilometres west of Kandos, after his car left the road and hit a tree.
And in April, 28 school children were in a small bus that rolled onto its side near Rylstone, six ambulance crews and a helicopter were called and even though there weren't any serious injuries four were taken to hospital with minor injuries as a precautionary measure.
Cr Peter Shelley said then "the time to make the Bylong Valley Way a state road is now" and "it's horrendous the amount of accidents that happen on the Bylong Valley Way considering that it is a tourist route and transport corridor".
