That second point is much more difficult than it sounds because there's going to be a different number of teams playing premier league compared to reserve grade in 2021, due to Blayney Bears and Cowra Magpies still indicating their desire to still play in the latter competition.
Group 10 president Linore Zamparini said all indications so far ahead of the meeting are that Lithgow have the numbers to field two senior teams.
"Lithgow have indicated that they have the full compliment but we really need to know what numbers they have got moving forward," he said.
"I was talking to Lithgow on Saturday and they were feeling confident that they would have a first grade team. If we need to do something to help them get over the line then that's what we'll have a look at on Monday night."
Configuring the draw won't be an easy task but Zamparini hopes the committee can start making headway following the meeting.
"The draw's a little difficult at the moment with eight reserve grade teams down to play so that's something we've got to sort out," he said.
"We'll try our best to work out a solution for that. When you've got a club in first grade you don't want to be playing stop and start all the time because it gets too hard when you're trying to keep momentum going.
"We have to try and fit it all in because we obviously want everyone playing as much football as they can."
It's been a tumultuous off-season for the competition after Cowra and Blayney indicated they wouldn't have numbers for first grade, following on from Oberon Tigers' premier league departure in the previous season.
