Jennie, who passed away on June 15, 2019, was a much loved member of the Mudgee community who was regularly seen with her beloved companion, Charlie.
For many years, Jennie was a valued team member of the Mid-Western Regional Council who often brightened her colleagues' day.
The 'Jennie Blackman Dog Park' is a fitting tribute, according to council's general manager, Brad Cam who described the tribute as a recognition of her contributions to the local community.
"It's a wonderful thing and a fitting tribute to Jennie. It recognises and appreciates the contributions she made to the community of Mid-Western," Mr Cam said.
"I'm sure Jennie would be looking from above saying we've done a great job."
This sentiment was echoed by mayor Des Kennedy who added "it is a great facility named after a wonderful human being".
Jennie's mother, Judy Blackman, confessed that her daughter would be "chuffed" at the facility.
"We're very honoured and we know Jen would be, she would be just chuffed," Ms Blackman said.
"Council have exceeded themselves and Jen would indeed be thrilled because she's got a place and nobody is going to move that rock, she's there and she's not going anywhere."

Due to heavy rainfall, the opening of the 'Jennie Blackman Dog Park' has been delayed for public use but can be expected to open next month once the ground has had ample time to dry.
The off-leash dog park is located between Glen Willow Suspension Bridge and the Stadium, and features designated combined, small and large paws areas, bins (including dog waste bags), 'Air-lock' style entrance/exit gates, landscaping, seating, shelter and drinking stations for dogs.
