Starting this week, gatherings of up to five people - including children - in outdoor areas will be allowed, as long as the adults are all fully vaccinated against COVID-19.
Everyone must be from the same local government area and proof of vaccination is required.
Dubbo MP Dugald Saunders has reminded residents to still "do the right thing".
"You can have a picnic in the park...but this is not an opportunity to meet in large groups and hug and kiss and carry on," he said.
"You still need to act in a responsible way because we are still under stay at home orders. This is just a little ray of sunshine."
The gatherings are one small change NSW Premier Gladys Berejiklian has announced to the lockdown rules. Restrictions will be further eased once NSW has 70 per cent of people vaccinated.
In the 24 hours to 8pm on Saturday there were 14 cases across the Western NSW Local Health District.
Meanwhile, NSW Police Assistant Commissioner, Superintendent Brett Greentree said in the 24 hours to 12pm Sunday there had been 20 infringements.
He said anyone meeting under the new rules needed to have vaccination proof available.
"We don't want to issue infringements but we do know that enforcement plays a big part in where we are now," he said.
