The alarm was raised on Sunday night after another person reported hearing someone calling for help.
Emergency services personnel spent the night searching without luck before the search was expanded on Monday.
Chifley/Lithgow Rural Fire Service Inspector Mick Holland said the RFS had four crews on the ground to assist police and State Emergency Services crew members.
“There was an individual in the area last night who heard someone calling for help,” Inspector Holland said.
“They contacted the emergency services and from there the search was put out.
“I understand the SES and police were out all night and they called for assistance today.
“We [the RFS] have four crews and 13 personnel on the ground, along with two senior commanders.”
Inspector Holland said the search was focused on the Sallys Flat area.
“They are looking along the Turon River so it is very rough hilly and mountainous terrain,” he said.
Conditions have been trying for searchers today with showers and occasional wind gusts hampering their efforts.
The temperature is expected to fall to around five degrees Celsius overnight.
