It comes after the Golden Highway was closed in three places due to flooding earlier on Monday.
Diversions are at the Newell and Castlereagh highways.
A livestock and equipment warning has also been issued for the Talbragar River, the NSW SES Dubbo City Unit reports on social media.
It is expected that properties along the Talbragar River will see low-lying areas inundated.
Land owners and farmers adjacent to rivers and creeks should monitor river levels and the weather, and:
. If necessary relocate or secure farm machinery, irrigation pumps and other equipment.
. Consider when to move livestock as roads may close early.
. If necessary, relocate or move livestock to higher ground.
. Never drive, ride or walk through floodwater.

Three sections of the Golden Highway are closed north-east of Dubbo due to flooding, the Transport Management Centre advises.
The highway is closed in both directions at Dunedoo near Digilah Road, as well as at Leadville near Black Stump Way and Merotherie Road.
Motorists are advised by the centre to avoid these areas.
Motorists who need to travel can use Ulan Road, Cope Road, Herbert Street, Mayne Street, Goolma Road, Gollan Road, Cobbora Road and Muronbung Road.
Allow extra travel time.
