The report received by Councillors at their August meeting included a draft master plan providing the framework to cater for a diverse range of recreational facilities throughout the precinct - which is popular with dog walkers, joggers and mountain bike riders, along with those visiting the lookout.
And presented opportunities to continue to enhance the site as a community recreation space, with the possibility of works to the tracks throughout, and proposed playground, exercise and viewing platform areas.
General manager, Brad Cam, said that after Council had been urged to address issues of anti-social behaviour at the location, the significance of the site to locals was demonstrated, and led to an analysis of what more could be done there.

"Council recently undertook works to address anti-social behaviour within The Pines precinct at the request of nearby residents," he said.
"These community requests, in addition to a desire from Councillors to see other improvements at the site triggered Council to commence a Master Plan. Such a plan will identify the priorities for the site in consultation with the community. It will provide a clear direction on what the community wish to have at the site into the future.
"Having been gazetted as a public reserve in 1886, Flirtation Hill and the wider Pines precinct are important sites for the community. There are various possibilities for the site that Council will investigate as part of the development of the master plan."
In the 2019/20 financial year, Council budgeted for a number of safety improvements to preserve and protect the precinct, thin out select trees and add infrastructure to reduce the anti-social behaviour. And to develop plans to find ways to improve the view from the lookout and the quality of the pathways.
